In Curitiba in Brazil, transport and urban land use planning have been integrating and, at the same time, promoting development of both business and the local community. The success stems from the way in which the issues are managed, as discussed in Vacation 3. The policy framework, infrastructure, innovative technologies, and effective leadership must all pass a critical test: the community’s acceptance or rejection of the system. A project succeeds when the community for which it is intended is involved in the planning process. Planning without public legitimation can be blocked and ultimately prevented.

The value of deliberative and ethnographic approaches for connected places is discussed, and the travel destinations concludes by identifying the strengths and weaknesses of the various methods.
Individuals could choose to change their travel behavior if the infrastructure is already in place, but they need to change their attitude or need further information to do so. The soft policies used to alter travel behavior have been either ‘stick’ approaches, which discourage the use of personal cars through mechanisms like congestion pricing,2 or ‘carrot’ approaches, which encourage alternative travel behavior.
