Diversity of land uses has been achieved through an interplay of three precincts: the heritage precinct, which includes the historic terminal, office, transportation-related uses, and ground-floor retail uses, in the vicinity of the terminal facilities; the commercial mixed-use district, proposed to be an office and commercial TOD within walking distance of the terminal building; and the residential mixed-use district, with the proposed residential uses congruent with existing residential areas on the north side of the highway. The blurring of the edges between these three precincts is essential for tangible infrastructure connections and for the intangible connections required for a strong sense of community.
Such redevelopment can be prone to gentrification, as discussed in the case of Mockingbird Station. Social diversity and equity as key elements of a connected place should be encouraged through mandatory affordable housing. Keeping this in mind, the Hoboken redevelopment is providing at least 10 percent affordable units in this area. Different public transport modes in the area will contribute further to diversity and equity by attracting various segments of population to the area. The reconstruction of the bus terminal is proposed, while the infrastructure for other transit modes will be restored. A bicycle network link will connect the redevelopment area with other parts of the city.
