Given as a gift to the community by artist and teacher Ella Witter, daughter of one of the founders of Storm Lake, the Witter Gallery offers monthly exhibitions, including solo and group shows by regional artists working in a variety of media as well as touring exhibitions.

Located in the Waterloo Center for the Arts, the Museum features regional paintings, sculpture, prints and drawings, including works by Grant Wood. Marvin Cone, and Thomas Hart Benton; an extensive collection of Caribbean folk art with an emphasis on Haitian paintings and sculpture; American decorative art, including pottery, jewelry, glass, textiles and mixed media; and American folk art. The Museum organizes and mounts approximately 35 exhibitions each year. Exhibitions of selections from the permanent collection in the Reuling, Reddington and Grant Wood galleries change twice a year. Exhibitions in the Raymond T. Fosberg Riverside galleries, which interpret and expand upon the permanent collection, change every five weeks. Additionally, small exhibitions of selected permanent collection works and special community outreach exhibits are displayed in the Rotary -Lichty Galleries. The Center also houses the Waterloo Community Theater, Black Hawk Children’s Theater, the WTaterloo/Cedar Falls Symphony offices. Metropolitan Chorale, and Waterloo Municipal Band.
